Interstate transportation means transportation described at 49 U.S.C. 13501, and transportation in the United States otherwise exempt from the Secretary's jurisdiction under 49 U.S.C. 13506(b)(1). Mexico-domiciled motor carrier means a motor carrier of property whose principal place of business is located in Mexico.
