  1. (a)All domestic-domiciled employers must implement the requirements of this part on the date the employer begins commercial motor vehicle operations.
  2. (b)All foreign-domiciled employers must implement the requirements of this part on the date the employer begins commercial motor vehicle operations in the United States.
