49 CFR §633.17

1. (a)Any person or entity may provide project management oversight services in connection with a major capital project, with the following exceptions:
   1. (1)An entity may not provide project management oversight services for its own project; and
   2. (2)An entity may not provide project management oversight services for a project if there exists a conflict of interest.
2. (b)In choosing private sector persons or entities to provide project management oversight services, the Administrator uses the procurement requirements in the government-wide procurement regulations, found at Chapter 1 of title 48, Code of Federal Regulations.
