No person on Midway Atoll National Wildlife Refuge will:
  1. (a)Engage in prostitution. “Prostitution” means the giving or receiving of the body for sexual intercourse for hire; or
  2. (b)Commit any lewd act in a public place which is likely to be observed by others who would be affronted or alarmed.
