  1. (a)Commercial fishing is prohibited in the Monument.
  2. (b)Non-commercial fishing is prohibited in the Monument, except as authorized under permit and pursuant to the procedures and criteria established in § 665.965.
  3. (c)Commercial fishing outside the Monument and non-commercial fishing within the Monument during the same trip is prohibited.
  4. (d)All fishing is prohibited within 12 nm of emergent land within the Monument.
