A State fish and wildlife agency may certify a license when an entity other than the agency offers a license that costs less than the regulated price only if:
  1. (a)The license is issued to the individual according to the requirements at § 80.33;
  2. (b)The amount received by the agency meets all other requirements in this subpart; and
  3. (c)The license meets any other conditions required by the agency.
