One agency in each eligible State may apply for a BIG grant if authorized to do so by:
  1. (a)A statute or regulation of the eligible jurisdiction;
  2. (b)The Governor of the State, Commonwealth, or territory; or
  3. (c)The Mayor of the District of Columbia.
