  1. (a)Narcotics and other drugs. Except when a patient uses a narcotic or drug as prescribed by a licensed health care provider in accordance with Federal law, any person on Federal property is prohibited from being under the influence of, using, possessing, or operating a vehicle while under the influence of any controlled substance as defined in 21 U.S.C. 802, 812, 841.
  2. (b)Drug paraphernalia. Any person on Federal property is prohibited from possessing drug paraphernalia as defined in 21 U.S.C. 863.
