On an ongoing basis, the Secretary or designee analyzes the DHS cybersecurity mission to identify:
  1. (a)The functions that execute the DHS cybersecurity mission;
  2. (b)The cybersecurity work required to perform, manage, or supervise those functions; and
  3. (c)The set of qualifications, identified in accordance with applicable legal and professional guidelines, necessary to perform that work.
