All parties may:
  1. (a)Be accompanied, represented, and advised by a representative;
  2. (b)Participate in any prehearing or post-hearing conference held by the ALJ;
  3. (c)Agree to stipulations of fact or law, which shall be made part of the record;
  4. (d)Conduct discovery;
  5. (e)Make opening and closing statements at the hearing;
  6. (f)Present evidence relevant to the issues at the hearing;
  7. (g)Cross examine witnesses;
  8. (h)Present oral arguments at the hearings; and
  9. (i)Submit written briefs, proposed findings of fact, and proposed conclusions of law after the hearing.
