Pursuant to § 1209.30, the number of members on the Council shall be as follows:
  1. (a)Region 1: All other States including the District of Columbia and the Commonwealth of Puerto Rico except for Pennsylvania and California—3 Members.
  2. (b)Region 2: The State of Pennsylvania—4 Members.
  3. (c)Region 3: The State of California—1 Member.
  4. (d)Region 4: Importers—1 Member.
