Unless otherwise expressly provided by the Secretary, terminating or amending this subpart or any regulation issued under it will not:
  1. (a)Affect or waive any right, duty, obligation, or liability that arose or may arise in connection with any provision of this part;
  2. (b)Release or extinguish any violation of this part; or
  3. (c)Affect or impair any rights or remedies of the United States or any person with respect to any violation.
