Each county FSA office will provide:
  1. (a)A voting place that is well known and readily accessible to persons in the county and that is equipped and arranged so that each person can complete and submit a ballot in secret without coercion, duress, or interference of any sort whatsoever, and
  2. (b)A holding container of sufficient size so arranged that no ballot or supporting documentation can be read or removed without breaking seals on the container.
