  1. (a)A peer review panel evaluates completed applications based on the application evaluation criteria that address announced national or State program priorities.
  2. (b)The peer review panel forwards compiled application evaluations to a Grant Review Board (Board).
  3. (c)The Board reviews the peer review panel evaluations and considers review comments from State Conservationists. The Board then makes recommendations for awards to the Chief, who makes final selections.
  4. (d)The NRCS National Headquarters makes a grant or cooperative agreement award after the Chief selects a grantee and the grantee agrees to the terms and conditions of the NRCS grant or cooperative agreement document.
