  1. (a)This section applies to all CIG awardees under this subpart.
  2. (b)Allocation of rights to patents and inventions shall be in accordance with 2 CFR part 200.
  3. (c)Small businesses may retain the principal worldwide patent rights to any invention developed with the support of USDA.
  4. (d)USDA may—
    1. (1)Receive a royalty-free license for Federal Government use,
    2. (2)Reserve the right to require the patentee to license others in certain circumstances, and
    3. (3)Require that anyone exclusively licensed to sell the invention in the United States must normally manufacture it domestically.
