  1. (a)Assistance will not be discontinued pending the outcome of an appeal of a complete or partial adverse decision.
  2. (b)Notwithstanding the provisions of paragraph (a) of this section, administrative offsets initiated under subpart C of part 1951 will not be stayed pending the outcome of an appeal and any further review of the decision to initiate the offset.
