In order to be eligible to receive funds under this subpart, the Project must meet the following:
  1. (a)The Project must meet the Project eligibility criteria of the applicable program identified in § 1980.1002;
  2. (b)The Project must be carried out in a rural area; and
  3. (c)The Project must support the implementation of a Strategic Community Investment Plans on a multi-jurisdictional and multi-sectoral basis.
