7 CFR §319.73-2

1. (a)To prevent the spread of the coffee berry borer Hypothenemus hampei (Ferrari) and the fungus Hemileia vastatrix (Berkely and Broome), which causes an injurious rust disease, the following articles are prohibited importation into Hawaii and Puerto Rico, except as provided in § 319.73-3 of this subpart:
   1. (1)Unroasted coffee;
   2. (2)Coffee leaves; and
   3. (3)Empty sacks previously used for unroasted coffee.
2. (b)The importation of any coffee plants (including bare seeds, seeds in pulp, and any other plant parts) that are for planting or capable of being planted is restricted under Subpart H—Plants for Planting of this part.
