To be eligible to receive an award under this subpart, the recipient shall be—
  1. (a)An institution of higher education (as defined in § 3430.702);
  2. (b)A National Laboratory;
  3. (c)A Federal research agency;
  4. (d)A State research agency;
  5. (e)A private sector entity (as defined in § 3430.702 of this part);
  6. (f)A nonprofit organization; or
  7. (g)A consortium of two or more entities listed in paragraphs (a) through (f) of this section.
