Evaluation criteria. NIFA shall evaluate project proposals according to the following factors:
  1. (a)Potential for Advancing Quality of Technology Development, Applied Research, and/or Training/Significance of the Program.
  2. (b)Proposed Approach and Cooperative Linkages.
  3. (c)Institution Organization Capability and Capacity Building.
  4. (d)Key Personnel.
  5. (e)Budget and Cost-Effectiveness.
