Rural Development Administration (RDA) or its successor agency may enter into a cooperative agreement with a State agency to provide funds to the State agency to:
  1. (a)Conduct marketing research related to agricultural cooperatives.
  2. (b)Assist other organizations in conducting marketing research related to agricultural cooperatives.
