There is hereby established a National Sheep Industry Improvement Center Board. The Board is composed of seven voting members and two non-voting members. Voting members of the Board shall be appointed by the Secretary from nominations submitted in accordance with this part. The Board shall consist of the following:
  1. (a)Voting members.
    1. (1)Four members shall be active producers of sheep or goats in the United States;
    2. (2)Two members shall have expertise in finance and management; and
    3. (3)One member shall have expertise in lamb, wool, goat, or goat product marketing.
  2. (b)Non-voting members.
    1. (1)One member shall be the Under Secretary of Agriculture for Rural Development, USDA; and
    2. (2)One member shall be the Under Secretary for Research, Education, and Economics, USDA.
