  1. (a)The importer and all subsequent buyers of the imported wheat shall preserve the identity of the Canadian-produced wheat.
  2. (b)Canadian-produced wheat may only be commingled with U.S.-produced wheat by the end user, or when loaded onto a conveyance for direct delivery to the end user or foreign country.
  3. (c)Failure to meet the requirements in paragraphs (a) and (b) of this section shall constitute noncompliance by the importer or subsequent buyer for the purposes of this part.
