  1. (a)Requests for special priorities assistance should be timely (for example, the request has been submitted promptly and enough time exists for USDA to meaningfully resolve the problem), and must establish that:
    1. (1)There is an urgent need for the item; and
    2. (2)The applicant has made a reasonable effort to resolve the problem.
