District means the applicable one of the following described subdivisions of the production area or such other subdivision as may be prescribed pursuant to § 920.31:
  1. (a)District 1 shall include Butte, Sutter, and Yuba Counties.
  2. (b)District 2 shall include Tulare County.
  3. (c)District 3 shall include all counties within the production area not included in Districts 1 and 2.
