Pursuant to § 948.10, the fiscal periods for each area shall be as follows:
  1. (a)Area No. 1 and Area No. 3 shall begin July 1 and end June 30, of the following year, both dates inclusive;
  2. (b)Area No. 2 shall begin September 1 and end August 31, of the following year, both dates inclusive. The 1986-87 fiscal period which began July 1, 1986, will be extended two months to August 31, 1987.
