Regulations in effect pursuant to §§ 959.42, 959.52, or 959.60 may be modified, suspended, or terminated to facilitate handling of onions for:
  1. (a)Relief or charity;
  2. (b)Experimental purposes;
  3. (c)Export; and
  4. (d)Other purposes which may be recommended by the committee and approved by the Secretary.
