The Committee shall have the following powers:
  1. (a)To administer this subpart in accordance with its terms and provisions;
  2. (b)To make rules and regulations to effectuate the terms and provisions of this subpart;
  3. (c)To receive, investigate, and report to the Secretary complaints of violations of this part; and
  4. (d)To recommend to the Secretary amendments to this subpart.
