(1) synchronizing, assessing, and making recommendations to the Chairman of the Joint Chiefs of Staff with respect to the readiness of the combatant commands to conduct joint electromagnetic spectrum operations; and
(2) the evaluation of tactics, techniques, and procedures for dynamic spectrum sharing technologies for joint electromagnetic operations.
(c)
(1) Progress made in achieving full operational capability to conduct joint electromagnetic spectrum operations and any impediments to achieving such capability.
(2) The readiness of the combatant commands to conduct such operations.
(3) Recommendations for overcoming any deficiencies in the readiness of the combatant commands to conduct such operations and any material gaps contributing to such deficiencies.
(4) An assessment of any current gaps in evaluation mechanisms for future joint use of dynamic spectrum sharing technologies.
(5) The feasibility and advisability of establishing designated virtual ranges for the evaluation of tactics, techniques, and procedures for dynamic spectrum sharing technologies.
(6) Such other matters as the Chairman considers important to ensuring that the combatant commands are capable of conducting such operations.
