(a) Initial reportNot later than 60 days after the date on which grants are awarded under this subpart, the Secretary shall submit to Congress a report containing—
(1) an identification of the grant recipients and a description of the projects to be funded;
(2) an identification of other applicants that submitted applications for the pilot program; and

(b) Diesel combustion and after-treatment technologiesThe Secretary shall accelerate efforts to improve diesel combustion and after-treatment technologies for use in diesel fueled motor vehicles.
(c) GoalsThe Secretary shall carry out subsection (b) with a view toward achieving the following goals:
(1
designed or procured for combat or combat-related missions.
(3) Stationary; portableThe terms "stationary" and "portable", when used in reference to a fuel cell, include—
(A) continuous electric power; and
(B) backup electric power.
(4) Task ForceThe term "Task Force" means the Hydrogen and Fuel Cell Technical Task Force established
of alternative national strategies for spent nuclear fuel and the Generation IV advanced reactor concepts.
(b) Annual reviewThe program shall be subject to annual review by the Nuclear Energy Research Advisory Committee of the Department or other independent entity, as appropriate.
(c) International cooperationIn carrying out the program, the Secretary is encouraged to seek opportunities to enhance
