In order to carry out the purpose of this part, the Secretary shall make grants to State educational agencies, or combinations of such agencies, to establish or improve, directly or through local operating agencies, programs of education for migratory children in accordance with this part.

(a) EstablishmentThere is established in the Institute a National Center for Education Statistics (in this part referred to as the "Statistics Center"). (b) MissionThe mission of the Statistics Center shall be— (1) to collect and analyze education information and statistics in a manner that meets the highest methodological standards;
