For purposes of this chapter—
(1) the term "Secretary" means the Secretary of Energy;
(2) the term "Government agency" means any department, agency, commission, or independent establishment in the executive branch of the Federal Government, or any corporation, wholly or partly owned by the United States, which is an instrumentality of the United States, or any board, bureau, division
(a) LimitationNothing in this subchapter shall be construed to authorize or permit the Secretary or any employee or contractor of the Department of Health and Human Services to mandate, direct, or control, the selection of a curriculum, a program of instruction, or instructional materials, for a Head Start program.
(b) Special ruleNothing in this subchapter shall be construed to
(2) reduce fossil fuel costs to the Federal Government;
(3) stimulate the general use within the Federal Government of methods for the minimization of life cycle costs; and
(4) develop performance data on the program established by section 8272 of this title.
In connection with applications for patents covered by this subchapter, the fact that the invention or discovery was known or used before shall be a bar to the patenting of such invention or discovery even though such prior knowledge or use was under secrecy within the atomic energy program of the United States.
§ 28.1 Purpose.
The purpose of this part is to provide criteria for agencies in the Department to render fire protection emergency assistance to fire organizations not within the Department.
