For purposes of carrying out the provisions of this chapter, there are authorized to be appropriated—Funds authorized by this section shall be in addition to, and not in lieu of, funds authorized by any other Act.
  1. (1)to the Department of Agriculture, $1,000,000 for each of fiscal years 1991 through 2023;
  2. (2)to the Department of Commerce, $1,000,000 for each of fiscal years 1991 through 2023; and
