16 U.S.C. § 8213 — Prohibition against implementation of regulatory authority by Federal agencies through partnerships

Any Partnership designated under this chapter—
  1. (1)shall be for the sole purpose of promoting fish conservation; and
  2. (2)shall not be used to implement any regulatory authority of any Federal agency.
