  1. (a)Secretary of the TreasuryThe Secretary of the Treasury shall prescribe such regulations as may be necessary to carry out this title 1 See References in Text note below. and the amendments made by this title 1 (except as provided by subsection (b)).
  2. (b)Secretary of LaborThe Secretary of Labor shall prescribe such regulations as may be necessary to carry out the labor value content determination under section 4532 of this title.
