  1. (a)Any sale or lease of property, supplies, or services to the Congressional Budget Office shall be deemed to be a sale or lease to the Congress subject to section 4103 of this title.
  2. (b)Subsection (a) shall apply with respect to fiscal years beginning after September 30, 1996.
