1. (a)
   1. (1)With respect to any grant recipient or other organization, the Administrator may—
      1. (A)offer technical assistance and training; and
      2. (B)enter into contracts and cooperative agreements.
   2. (2)The Administrator may facilitate the coordination of programs between a grant recipient and other organizations and entities.
2. (b)The Administrator may provide training to any representative designated by a grant recipient in—
   1. (1)coalition building;
   2. (2)task force development;
   3. (3)mediation and facilitation, direct service, assessment and evaluation; or
   4. (4)any other activity related to the purposes of the Program.
