There are authorized to be appropriated—
  1. (1)for fiscal year 2007—
    1. (A)$500,000 to establish the NMIC and Council; and
    2. (B)such sums as are necessary for the operation of the NMIC and Council; and
  2. (2)for each of fiscal years 2008 and 2009, such sums as are necessary for the operation of the NMIC and Council.
