The President may issue each year a proclamation—
  1. (1)designating January 13 as Stephen Foster Memorial Day; and
  2. (2)calling on the people of the United States to observe Stephen Foster Memorial Day with appropriate ceremonies, pilgrimages to his shrines, and musical programs featuring his compositions.
