5 U.S.C. § 4501

1. (1)“agency” means—but does not include—
   1. (A)an Executive agency;
   2. (B)the Library of Congress;
   3. (C)the Office of the Architect of the Capitol;
   4. (D)the Botanic Garden;
   5. (E)the Government Publishing Office;
   6. (F)the government of the District of Columbia; and
   7. (G)the United States Sentencing Commission;
   8. (i)the Tennessee Valley Authority; or
   9. (ii)the Central Bank for Cooperatives;
2. (2)“employee” means—
   1. (A)an employee as defined by section 2105; and
   2. (B)an individual employed by the government of the District of Columbia; and
3. (3)“Government” means the Government of the United States and the government of the District of Columbia.
