In this division, the term “State” means—
  1. (1)a State, the District of Columbia, Puerto Rico, Guam, American Samoa, the Virgin Islands, and the Northern Mariana Islands; and
  2. (2)the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau.
