18 CFR §1318.402

1. (a)When TVA is considering a proposed action, TVA will not take action that would have a significant adverse environmental effect or limit the choice of reasonable alternatives until TVA determines that the requirements of these procedures have been met.
2. (b)After completion of the EIS, TVA may prepare and timely publish a concise decision document notifying the public that TVA has considered all relevant information raised in the NEPA process in making its decision.
3. (c)The decision document would normally address the decision, the basis for the decision, and any monitoring and/or mitigation commitments.
