The Commission authorizes the Solicitor, or the Solicitor's designee to:
  1. (a)File with the appropriate court of the United States a certified list of the materials comprising the record of any proceeding which involves the Commission;
  2. (b)Retain appropriate materials; and
  3. (c)Deliver such materials to the court as required.
