The Council may amend all or portions of these guidelines in accordance with established procedures. If it does, it will:
  1. (a)Consult with appropriate advisory groups;
  2. (b)Publish such proposed rulemaking in the Federal Register; and
  3. (c)Simultaneously provide a copy of such proposed changes to each designated agency.
