  1. (a)Yes, to participate in youth programs, participants must enroll in the WIOA youth program.
  2. (b)In order to be a participant in the WIOA youth program, all of the following must occur:
    1. (1)An eligibility determination;
    2. (2)The provision of an objective assessment;
    3. (3)Development of an individual service strategy; and
    4. (4)Participation in any of the 14 WIOA youth program elements.
