For purposes of this part, a small high school:
  1. (a)Is accredited under 25 U.S.C. 2001(b);
  2. (b)Is staffed with highly qualified teachers;
  3. (c)Operates any combination of grades 9 through 12;
  4. (d)Offers high school diplomas; and
  5. (e)Has an ADM of fewer than 100 students.
