When used in these procedures:
  1. (a)Order means Executive Order No. 10988;
  2. (b)Agency, employee organization, and employee have the same meaning as in the Order;
  3. (c)Recognition means recognition which is or may be accorded to an employee organization pursuant to the provisions of the Order;
  4. (d)Secretary means the Secretary of Labor.
