The Secretary may delegate to the State such functions as he deems useful including the
  1. (a)Receipt, handling and processing of applications for certificates of registration;
  2. (b)Issuance of certificates of registration;
  3. (c)Conduct of various investigations; and
  4. (d)Enforcement of the Act.
