Where the ARB has determined to review such decision and order, the ARB shall notify each party of:
  1. (a)The issue or issues raised;
  2. (b)The form in which submissions shall be made (i.e., briefs, oral argument, etc.); and
  3. (c)The time within which such presentation shall be submitted.
