The local board shall have full authority to perform all acts within its jurisdiction authorized by law, to include the acting on any claim presented to it when:
  1. (a)The claim is submitted by a registrant who is assigned to it; or
  2. (b)The claim is transferred to it from another board in the manner provided in these regulations; or
  3. (c)The claim is submitted or tranferred to it by the Director of Selective Service to assure the fair and equitable administration of the Law.
